TikTok Spark Ads and Creator Whitelisting, Explained

Quick answer

TikTok Spark Ads are ads that run through a real organic post, often from a creator's account, so engagement stays on that post. Creator whitelisting is the permission a creator gives a brand to advertise through their identity. On Instagram and Facebook, the matching format is Meta partnership ads.

Key takeaways

  • Whitelisting is the permission; Spark Ads (TikTok) and partnership ads (Meta) are the ad formats that use it.
  • Creators authorize Spark Ads with a code lasting 7, 30, 60, or 365 days, through Business Center linking, or through TikTok One.
  • Spark Ads cost the same auction media as other TikTok ads, plus a creator fee for the permission, which has no standard rate.
  • Meta's internal data shows partnership ads delivered 19% lower cost per acquisition and 13% higher click-through rate than standard campaigns.
  • Write the usage window into the contract so it matches the code or permission length.

"Spark Ads," "whitelisting," "allowlisting," and "partnership ads" get used like they mean the same thing. They are related, but not identical. Mixing them up leads to bad contracts, broken ad launches, and creators who feel blindsided.

This guide explains each term in plain English, shows how to set them up step by step, covers what they cost, and helps you decide when to use them.

What are TikTok Spark Ads?

Spark Ads are TikTok's native ad format for promoting real organic posts, either from your own brand account or from a creator's account with their permission. TikTok calls them a native ad format, meaning they look and feel like any other post in the feed.

The big difference from a normal ad: the ad shows the creator's handle, and likes, comments, shares, and follows count toward the original post. So the creator's post keeps the engagement after the campaign ends.

A few specs from TikTok's help center:

  • Videos can be up to 10 minutes long.
  • One Ads Manager account can hold up to 10,000 Spark Ads.
  • Spark Ads work with most objectives, including reach, traffic, video views, app promotion, lead generation, conversions, and sales.
  • A video must be un-authorized before the creator deletes it.

What is creator whitelisting?

Creator whitelisting (also called allowlisting) is the permission a creator gives a brand to run paid ads through the creator's identity. Spark Ads are one format that uses that permission on TikTok. On Instagram and Facebook, the format is called partnership ads.

The term "whitelisting" started when brands asked creators for access to their Facebook ad accounts or pages. Today, most platforms offer safer permission tools, so creators rarely need to hand over account access.

What is the difference between Spark Ads, whitelisting, and partnership ads?

The short version: whitelisting is the permission, Spark Ads and partnership ads are the ad formats, and licensed UGC is a different deal where the creator's face appears but your brand is the poster. If you are new to creator content, start with UGC vs. influencer marketing.

How do you set up TikTok Spark Ads?

There are three ways to get permission. Pick based on how many posts and creators you are working with.

Option 1: Authorization code (best for one-off posts)

The creator does this in the TikTok app, per TikTok's help center:

  1. Open the video and tap the three dots.
  2. Tap Ad settings and agree to the terms.
  3. Turn on the Ad authorization toggle.
  4. Choose a duration: 7, 30, 60, or 365 days.
  5. Tap Copy code and send it to the brand.

Then the brand pastes the code into TikTok Ads Manager (under Creative Assets, Spark Ad posts, then Apply for authorization), links the post, and builds the ad with the "TikTok posts" option.

Option 2: Business Center account linking (best for ongoing partners)

The creator links their TikTok account to the brand's or agency's Business Center. This gives ongoing access to authorized posts without a new code each time. It works well for long-term partners and agencies managing many posts.

Option 3: Request through TikTok One (best for marketplace campaigns)

If you hired creators through TikTok One, you can request authorization right from the campaign. TikTok One also shows Spark Ad recommendations that rank videos by expected performance. TikTok says that when posts are already synced to your ad account, there is no need to use video codes.

Tips before you launch

  • Match the code length to your contract. A 365-day code does not give you 365 days of paid rights unless the contract says so.
  • Add UTM tags to your landing page link so you can track sales.
  • Ask creators not to edit or delete the post during the campaign.
  • Track expiry dates in one sheet so ads do not stop without warning.

How much do Spark Ads and whitelisting cost?

There are two separate costs: the ad spend you pay TikTok or Meta, and the fee you pay the creator for permission.

Ad spend. Spark Ads use the same auction as other TikTok ads. TikTok's minimum budgets are $50 a day at the campaign level and $20 a day at the ad group level. There is no extra platform fee for using Spark Ads.

Creator fee. There is no standard rate. Creators price whitelisting based on:

  • How long the permission lasts (30 days vs. 12 months).
  • How many posts are included.
  • How much you plan to spend and in which countries.
  • Whether you can edit or cut new versions.
  • Exclusivity, meaning the creator avoids competitors for a time.

Many creators charge a monthly fee for each month their handle runs in ads, either on top of the content fee or built into a package. For a full pricing breakdown, see how much UGC costs.

What permissions does a brand get with Spark Ads?

With a standard authorization, a brand can:

  • Run the authorized post as an ad, with the creator's handle and caption.
  • Add a call-to-action button and landing page.
  • Choose targeting, budget, and schedule.
  • See paid metrics like paid likes, shares, follows, profile visits, and clicks.

A brand cannot:

  • Post new content to the creator's account.
  • Edit the video or caption inside the post.
  • Read the creator's DMs or log into their account.
  • Keep running the ad after the authorization expires.

This is why Spark Ads are safer than old-school whitelisting, where creators sometimes handed over full ad account access.

What is the Meta equivalent of Spark Ads?

On Instagram and Facebook, the equivalent is partnership ads (formerly branded content ads). They show the creator's handle, and often the brand's handle too. In May 2025, Social Media Today reported Meta was testing an option to hide the brand handle.

The data on partnership ads is strong. Meta's internal data shows partnership ads delivered 19% lower cost per acquisition and 13% higher click-through rate than standard campaigns. An August 2026 report from Agentio, covering $130 million in ad spend across 65,000 ads, found partnership ads beat licensed UGC run from the brand handle by 19% on click-through rate, 10% on conversion rate, and 5% on cost per acquisition, even with a 19% higher CPM.

How to set up Meta partnership ads

  1. Confirm the creator has a professional (creator or business) Instagram account.
  2. Sign the paid usage agreement first: which posts, how long, what edits, and what happens if permission is withdrawn.
  3. The creator turns on partnership ad settings and generates an ad code for a post, or approves an account-level partnership request.
  4. In Ads Manager, turn on the partnership ad option and enter the ad code or select the post.
  5. Check the creator, product, destination, and license end date before publishing.

How does Spark Ads performance compare to regular ads?

TikTok reports that TikTok One creator content boosted with Spark Ads drove a 159% higher engagement rate than non-creator content in Ads Manager, at the same CPM (North America, February 2024 to January 2025).

Older TikTok data from 2020 to 2021 showed Spark Ads with a 30% higher completion rate, 142% higher engagement rate, and 43% higher conversion rate than standard in-feed ads. That data is dated, but the pattern has held: native creator posts tend to beat polished brand ads.

When should you use Spark Ads or partnership ads?

SituationBest choiceWhy
A creator post is already doing well organicallySpark Ads / partnership adsKeeps the social proof and builds on it
Creator has a trusted audience in your nicheSpark Ads / partnership adsTheir name adds credibility
You need to test many hooks and edits fastLicensed UGC from your handleYou can recut freely without new codes
Retargeting people who know your brandYour own handleBrand recognition does the work
Product launch with many creatorsBothSpark the top organic posts, run edits from your handle

A common pattern at scale: test many edits from your own handle, then move the proven winners onto creator handles with Spark Ads or partnership ads. Our guide on how to scale UGC campaigns walks through that loop.

What are common Spark Ads mistakes?

  • Contract and code do not match. The code says 60 days, the contract says 30. Write one end date and stick to it.
  • No disclosure. The FTC says creators must disclose paid relationships and that platform tools may not be enough on their own. Make sure the post carries a clear disclosure.
  • Creator deletes or privates the post. The ad stops. Put a "do not remove" clause in the contract.
  • Too few posts authorized. One post is not a test. Authorize several so you can compare.
  • No expiry tracking. Codes expire quietly. Keep a shared tracker.

How we run Spark Ads and whitelisting at Elevate

For our UGC and creator campaigns, rights and permissions are planned before anyone films. Every creator agreement spells out the usage window, the Spark Ads or partnership ad permission, and the disclosure rule, so paid launches do not stall.

Our team led the creator UGC campaign for Angel Studios' animated film David, which opened to $22M, Angel Studios' biggest opening. We have also run UGC campaigns for Turbo AI, an app that grew to $1.5M in monthly recurring revenue, and Artec, which reached 25K monthly users in under 3 months. Campaigns can run from 1 creator to 500 creators at once.

Our plans are custom, so we start with a free audit. We review your current ads and creator content, then recommend where Spark Ads, partnership ads, or licensed UGC will do the most work.

Frequently asked questions

Is whitelisting the same as Spark Ads?

Not exactly. Whitelisting is the permission a creator gives a brand to run ads through their identity. Spark Ads are TikTok's ad format that uses that permission to boost an organic post.

How long does a Spark Ads code last?

Creators can choose 7, 30, 60, or 365 days when they generate the code in the TikTok app. Match the code length to the usage period in your contract.

Do Spark Ads cost more than regular TikTok ads?

No. Spark Ads run in the same auction with the same minimum budgets ($50 a day per campaign, $20 a day per ad group). The extra cost is usually the creator's fee for the permission.

Can a brand post to my account if I authorize Spark Ads?

No. A standard authorization only lets the brand run your chosen post as an ad. They cannot post new content, edit your video, or log into your account.

What is the Instagram version of Spark Ads?

Meta partnership ads. The creator generates an ad code or approves a partnership request, and the brand runs the post as an ad showing the creator's handle.

Do Spark Ads need an #ad disclosure?

Yes, if there is a paid or material connection. The FTC says creators must disclose brand relationships and that a platform's disclosure tool may not be enough by itself.
